Provide Your Feedback on City Investments in Housing Needs

We need your feedback on investing funds to improve our community!

The City of Visalia receives federal funds to invest in improving its community and we are is seeking comments on directing additional program income, up to $200,000 to Self-Help Enterprises, Inc. for the acquisition, rehab or new construction projects and on the proposed 2017 funding as identified in the 2015-2019 Consolidated Plan priority needs.

What are the high priority needs? 

1) Creation and preservation of decent affordable housing
2) Provide a suitable living environment
3) Promote economic opportunity
4) Provide program administration, planning, and management

These high priority needs were approved by the Visalia City Council and Housing and Urban Development (HUD), which serves as the basis for the strategic action. 

In the Five Year Consolidated Plan, Visalia indicated that HOME funds would generally be used for multifamily new construction, scattered site acquisition/rehab of existing rental and ownership properties through the City’s certified Community Housing Development Organization (CHDO), down payment assistance and tenant-based rental assistance.

The Community Development Block Grant (CDBG) program planned priorities identified for the same term is public and park improvements, public services, such as fair housing, voucher program, case management, code enforcement, housing rehabilitation, and economic development,  specifically repayment of the Section 108 loan. 

For the 2017 Action Plan, the allocations for Visalia is estimated at $1,116,868 in CDBG grant funds, with estimated $25,000 in program income; and, $369,985 HOME grant funds, with an estimated $150,000 in program income. The 2017 grant award may be more or less than last years’ figures. This is an estimated- range.

In Fiscal Year 2017, Visalia will fund activities in furtherance of the objectives and priorities identified in the Strategic Plan with the outcome of improving availability, accessibility, affordability and sustainability through activities which benefit the community. The activities for the 2017 FY will support at least one objective and one outcome.

The 2016 HOME Amendment is due to additional program income received, and anticipated in total up to $200k, which is proposed for additional funding to Self-Help as a designated CHDO toward Acq/Rehab or new construction of housing.
The City of Visalia will receive comments on the Draft Action Plan beginning February 1,  2017  through March 2,  2017 and you are invited to attend one of the community meetings or City Council meetings.

  2. February 9,  2017 at the North Visalia Neighborhood Advisory Committee at 5:30 p.m. at the Oval Service Center
  3. February 13, 2017 at the Disability Advocacy Committee at 5 p.m. at the City Administration Building
